Notice of building declaration DECLARATION PREALABLE (DP)

The notice of building declaration (déclaration préalable = DP) is required for building changes of a minor impact (e.g. building of less than 20 m2 - 215 sq.ft,  or changes to the exterior presentation of an existing building)

On the other hand, building works that are designed to restore the initial state of the building do not require any notice of building declaration except if the building is located within a radius of 500m from the heritage listed church.

Two copies of the application file are required for lodgement with the town hall (mairie).

The instruction time required for the application approval is one month from the day at which the file has been lodged.

Building Permit PERMIS DE CONSTRUIRE (PC)

The Building Permit is a governing administration act which provides the planning regulation authorities the means to check that a construction project respects the rules of urban planning and design.

It is required for any new or extension building works of significant impact :

The service of an architect is compulsory when the ground surface exceeds 170 m² - 1800 sq.ft

In the instance of a new construction, a certificate to confirm that the construction conforms with thermal efficiency regulation 2012 (réglementation thermique 2012 - RT2012), is to be submitted with the application file.

Council of Urban Architecture and Environment of Haute-Vienne

(CAUE :Conseil d'Architecture d'Urbanisme et de l'Environnement de la Haute-Vienne)

The principal mission of the CAUE, is to provide advice to individual applicants at the early stages of their construction project, be it for a new construction, an extension, a rehabilitation or redirection of use of the building. The advice may involve the project integration within its neighbourhood and site, the volumetry, the proportions, the materials and the colours, or about more technical aspects (insulation, heating…). The advisors are also available to guide individuals through the protocols of regulatory and administrative steps (planning regulations, building permit, notice of building declaration…)

At appointed meetings, individuals are required to bring along any elements of the construction project that you may have access to, this to facilitate a good understand of the project: photos of the site or the existing building, current regulations, plans and plans or clean sketches,...

Parallel to this “architectural” mission, a “landscaping” mission may be included for any person considering a garden landscaping.
